prevailing in Hong Kong. For this reason they consider

that the possibility of the successful working of the

tax should first be the subject of an investigation with

the assistance of an expert, preferably one familiar

with the collection of the tax in an eastern country.

Finally the Committee are of the opinion that

the official majority should not be used in getting the

tax through the Legislative Council, and that some

intimation would need to be given to the unofficials

of the heads of expenditure to which its yield would

be applied.
